Filipino Airsoft Players Standard Rules and Regulations


As of July 10, 2002, these BASIC rules were submitted, suggested, offered, proposed, debated and clarified by all the FAS members whose names are listed below. Follow these rules and you will be able to play with any respectable team in the Philippines. Not all airsoft teams in the Philippines agree with all the rules mentioned here.

Safety First on the playing field (warzone)
- No Real Firearms
- No players are allowed if under the influence of Drugs or Alcohol
- No goggles, no play
- Maximum Velocity for CQB 328 fps; Sniper 500 fps. (all using .20g BBs)
- Never take off your eye/ face protection
- Must be atleast 18 years of age
- Standard Safety Gun Rules
Consider every gun loaded
Never point the gun to anybody/ anything you do not intend to shoot
Keep your finger off the trigger until you fire
Be sure of your target and what is around it
- Be courteous

One-hit Elimination
- Direct line to body
- Penetrating shot
- Friendly Fire
- Knife kill
- Ask to surrender within 5 meters
- No Ricochet

No Hit Call
- Shooter cannot call opponent out
- Hit players to acknowledge by shouting HIT, DEAD, or OUT
- After being acknowledged as "Hit", raise your gun/ arm over your head while going to the neutral zone

No hostages
- No hiding behind non-combatants
- No mixing with non-combatants
- No engaging in proximity of delicate or valuable property

No holding or grappling
- No rough physical contact between players
- No holding on to opponent or opponent's gun
Avoid Inflicting Unnecessary Pain
- Avoid point-blank shooting, ask for surrender
- Avoid blind-fire
- Immediately stop shooting players signifying hit

Dead men tell no tales
- No coaching from any non-combatants (umpires, eliminated players, spectators, bystanders, etc)

No time out
- Player must overcome equipment malfunction or temporary difficulty without calling "time out", otherwise player must eliminate him/ herself from the game.
Umpire's decision is final
Observe proper decorum at all times

LETTER OF INSTRUCTIONS NO. 1264

TO:

The Minister of National Defense
The Minister of Local Government
The Minister of Finance
The Minister of Trade and Industry
The Minister of Justice

SUBJECT:

Ban on the Importation, Manufacture, Distribution, Sale and Display of Certain Types of Toy Firearms and Explosives

WHEREAS, there is now a proliferation of imported toy firearms and explosives which except for its weight, are replicas in appearance, measurements, color and parts as its genuine counterpart firearms and explosives;
WHEREAS, these toy firearms and explosives could mislead the public into believing that these firearms are in fact genuine and as such could be used, as in fact reports indicate that these had been used, for illegal and/or criminal purposes by unscrupulous individuals;
WHEREAS, in the interest of public safety and general welfare there is an imperative need to ban the importation, manufacture, distribution, sale and display of these types of toys;
NOW, THEREFORE, I, FERDINAND E. MARCOS, do hereby order and direct the following:

Henceforth, the importation, manufacture, distribution, sale and display of toy firearms and explosives which, even if dissimilar to in some aspects, are replicas in appearance, measurements, color and parts as its genuine counterpart firearms and explosives, are prohibited.
The Ministers of Finance, Trade and Industry, Local Government and National Defense shall issue the necessary rules and regulations to implement these instructions.
The Philippine Constabulary/Integrated National Police is directed to confiscate all toy firearms and explosives such as described in paragraph 1 hereof, which are displayed or otherwise used for illegal or criminal purposes. Strict compliance herewith is enjoined.
Done in the City of Manila, this 31st day of July, in the year of Our Lord, nineteen hundred and eighty-two.

Note:

P.D. 8249 amends P.D. 1866 only in so far as caliber and length of penalties are concerned.
Legaspi vs. Min. of Finance G.R. No. L-58289, July 24, 1982 considers LOI's as "part of the law of the land" and part of the ways by which the President can exercise law-making power.
The only way to legitimize airsoft importation, sale, manufacture and/or use is to repeal LOI 1264.

Sec. One. - Usurpation of authority, rank, title, and improper use of names, uniforms and insignia.

Art. 177. Usurpation of authority or official functions. - Any person who shall knowingly and falsely represent himself to be an officer, agent or representative of any department or agency of the Philippine Government or of any foreign government, or who, under pretense of official position, shall perform any act pertaining to any person in authority or public officer of the Philippine Government or any foreign government, or any agency thereof, without being lawfully entitled to do so, shall suffer the penalty of prision correccional in its minimum and medium periods.

Art. 178. Using fictitious name and concealing true name. - The penalty of arresto mayor (one to six months imprisonment) and a fine not to exceed 500 pesos shall be imposed upon any person who shall publicly use a fictitious name for the purpose of concealing a crime, evading the execution of a judgment or causing damage.
Any person who conceals his true name and other personal circumstances shall be punished by arresto menor or a fine not to exceed 200 pesos.

Art. 179. Illegal use of uniforms or insignia. - The penalty of arresto mayor shall be imposed upon any person who shall publicly and improperly make use of insignia, uniforms or dress pertaining to an office not held by such person or to a class of persons of which he is not a member.

FOUR BASIC RULES OF GUN SAFETY


(1) ALL GUNS ARE LOADED

This means you should NEVER relax the amount of care with which you handle a gun just because it's not loaded. Always handle an empty gun with as much care as a loaded one. There are three reasons for this rule. First, you could be wrong. The gun could be loaded. Maybe you just forgot to unload it, or maybe you forgot that you loaded it. Maybe you missed one of the cartridges when unloading. Maybe someone else messed with the gun when you weren't looking. Maybe you've picked up the wrong gun. There are lots of ways that the gun could be loaded without your knowing it. Second, unsafe handling is a bad habit. Once you begin to do something unsafe with an empty gun, you will eventually screw up and do it with a loaded gun. Third, people around you won't know the gun is unloaded. In fact, if they know to treat all guns as loaded, they will naturally assume yours is loaded. At the very least, you will frighten them. At worst, they will do something drastic in reaction to a perceived life-threatening situation. In particular, they might shoot you first. Violations of this rule have lead to many of the most tragic and avoidable gun accidents.


(2) NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT WILLING TO DESTROY.

Although there are lots of things that you probably don't want to destroy---walls, windows, furniture, appliances, pets---the most important point is that you shouldn't aim your gun at people. Don't point your gun in the general direction of people. Don't point your gun at objects with people in or behind them. Keep the gun pointed in a safe direction (usually straight up or straight down) at all times. Aside from the obvious danger of an accident, pointing your gun at someone is rude and often a crime. Also, as already mentioned, the other person might shoot you first. To elaborate on this, it is rude to even face a person while holding a gun by its grip. The difference between pointing a gun down and pointing it forward is 1/10 of a second, which no one's reflexes can beat. Thus you are forcing that person to make a choice: Either trust you with their life or draw and fire immediately. It is rude to force that choice on another person. It is also deadly dangerous. Above all, never ever face or approach a police officer with a gun in your hand. They will shoot you. Obviously, in a self defense situation, you might end up pointing your gun at a person; but you should do so only if that person's destruction is a consequence you are willing to face. Note: In some circumstances, particularly in urban settings, there are no safe directions. Don't handle guns in those situations.


(3) KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOU ARE READY TO FIRE.

The trigger is for firing the gun, not for resting your trigger finger between shots. You can rest your finger on the trigger guard or on the body of the gun just above the trigger---this is known as the "index position." Moving your finger to the trigger is such a small movement that it won't slow you down no matter how badly you need to fire. If your finger is resting on the trigger, it's too easy to fire the gun accidentally. A sudden loud noise could startle you, or you could trip and fall, or run into something. Simple tension in a high stress situation can cause you to tighten the muscles in your hand without being aware of it.


(4) KNOW YOUR TARGET.

If you don't know what your bullet will be hitting, don't pull the trigger. Keep in mind that your bullet may miss or pass through your intended target and hit another one. Also, watch out for ricochets off of hard, flat surfaces or even off of the flat surface of a pool of water. (Bullets will skip off of water just like stones.) The first question that gets asked at a police shooting investigation is "What was your backstop?" The answer had better not be "A school full of children" if the officer wants to keep his job. If you hunt, make sure you can see the animal in your sites when you shoot. A rustling in the bushes is not good enough, it could be anything from a fellow hunter to a couple of kids making out. This is especially tricky when your brain is telling you you're seeing more than you really are. If you see a deer dart into some bushes, your brain will match the rustling of the leaves with the deer's last visible motion and tell you where the deer is, almost as if you could see it. The problem is that you can't tell what else is in the bushes. In a defense situation, the same rule applies. Shooting through doors or at shadows and sounds is a good way to hit an innocent person. You wouldn't want to shoot your child for sneaking into the house after being out too late, or your spouse for eating a midnight snack. Always identify your target.
